Heat Graphics options

What is the Benchmark with the thumbs up and fps in the graphics option? I clicked on it and a car on pit road cut some donoughts and crashed,then the fps came up 59.0 fps. Just wondering what this does and is it important?

fps is frames per second. 59 is very good. the higher the better, to low of a frame rate and the game would be real choppy
