What time race usually happen?

sorry if this sound like a lazy question, it is, but I would like to know when the nhrl server usually have people joining?

I just want to use this server as testing server for the launcher part of next IRF project.

I ask because I notice some mistakes in nhlauncher when querying more than one user, and I can only test it when there are more than one user connected.

As of now, the launcher part will do:
- checking if requested mod is installed
- checking if requested track is installed
- modify options.cfg in root directory or mods directory with requested ip
- show password

I'm registered and logged on IRF2 beta test, but I get nothing when I click on NHRL
