I was told by a friend, that renaming the paint.res file to paint256.res, it can possibly reduce lag, as it does something with not using the best of the best graphics or something. Just trying to see if this is actually true. And if anyone knows anything else that would reduce lag, it would be much appreciated.

Don't confuse lag (internet perofomance) with computer performance. Swapping the paint256.res with the paint.res was a graphics trick which forced your computer to use the substandard car skins on a graphically challanged machine, back when heat was a cutting edge game.
Even the cheapest emachines p.o.s. of today far exceeds heat's computer needs, so that isn't an issue.
Internet performance is mostly controlled by factors outside of your pc. (Geographic location, Service provider, etc). Aside from making sure that no programs in your computer, or other computers sharing internet in your household are accessing the internet while playing heat, you're pretty much at the mercy of those other outside factors.
